May of 1989,it on the basis of blind deaf-mute's association of Chongqing, no Association for the　Handicapped of Chongqing will be established, vice department organization, work out to 3 people, is managed on behalf of another by Department of Civil Affairs of the district, its main function is to serve disabled person, strengthen disabled person's organizational building, carry on politics, culture and education to disabled person, launch disabled person rehabilitation, special education, hold social welfare enterprise, support incomplete to help the disabled, develop the activity of literature and art sports and solicit contributions society.

2001 June to the end of 2002,the whole district 70 piece community all set up community association for the disabled. April to October, 2004, the whole district 69 villages the association for the disabled of the village has been established in succession. Community and village association for the disabled rely on community between residents committee and village committee tenable, members have residents committee and cadre of village committee of communities and include local outstanding people, function to launch disabled person recover, obtain employment, safeguard the rights, recreation and sports services.
In October of 2003, China Disabled Persons' Federation awarded a honorary title in " disabled person's work demonstration area of national community " in the district to me.

Since the beginning of the eighties, the whole district held 95 enterprises of welfare , 80 disabled person's associations of social welfare enterprise are established in succession. Disabled person's association of favourable enterprise has played an important role in encouraging disabled person's making unremitting efforts to improve oneself in every historical period, have safeguarded such legitimate rights and interests as the work right , labour remuneration , welfare , social insurance of the disabled person ,etc..
